Partial Projects with Higher Risk in Sichuan Province Rules for the Implementation of Safety Management Provisions Chapter I General Provisions Article 1 In order to strengthen the safety management of sub-projects with greater risks and effectively prevent the occurrence of safety accidents in construction production, this detailed implementation rule is formulated in accordance with the Regulations on Safety Management of Construction Projects, Regulations on Safety Management of Sub-projects with Greater Dangers and relevant laws and regulations on safety production, and in combination with the actual situation of our province. Article 2 These Detailed Rules shall apply to the safety management of sub-projects with greater risks in the construction, expansion, reconstruction and demolition of housing construction and municipal infrastructure projects (hereinafter referred to as "construction projects") within the administrative region of the province. Article 3 The term "dangerous sub-projects" (hereinafter referred to as "dangerous sub-projects") referred to in these Rules refers to the sub-projects that are liable to cause mass casualties or major economic losses in the construction process of construction projects.(See Annexes 1 and 2 for details of large and dangerous projects and the scope of large and dangerous projects beyond a certain scale) Article 4 The Ministry of Housing and Urban-Rural Construction is responsible for the guidance and supervision of the safety management of major and dangerous projects in the whole province, and the specific work is entrusted to the provincial construction project quality and safety supervision headquarters for implementation. The competent housing and urban-rural construction departments of the local people's governments at or above the county level shall be responsible for the safety supervision and management of major and dangerous projects within their respective jurisdictions, and the specific work may be entrusted to their respective construction safety supervision agencies for implementation. Chapter II Preliminary Guarantee Article 5 The construction unit shall provide the construction site and adjacent areas with underground pipeline data such as water supply, drainage, power supply, gas supply, heating, communication, radio and television, meteorological and hydrological observation data, adjacent buildings and structures and underground works, and ensure the authenticity, accuracy and completeness of the data. Article 6 The prospecting unit shall, in accordance with the actual situation of the project and the environmental data surrounding the project, state in the prospecting documents the engineering risks that may be caused by geological conditions. The design unit shall indicate in the design document the key parts and links involved in dangerous projects, put forward suggestions for ensuring the environmental safety and construction safety of the surrounding projects, and carry out special design when necessary. Article 7 A construction unit shall organize investigation, design and other units to list lists of major dangerous projects in the construction bidding documents, and require the construction unit to supplement and improve the list of major dangerous projects in the bidding process and to specify the corresponding safety management measures. In the construction projects with new structures, new materials and new technologies and special structures, the design units shall put forward measures and suggestions for ensuring the safety of construction workers and preventing production safety accidents in the design. Article 8 The construction unit shall pay in full and on time the construction technical measures fee and the corresponding safety protection and civilized construction measures fee for the major dangerous projects in accordance with the construction contract agreement, so as to ensure the construction safety of the major dangerous projects. Article 9 When applying for safety supervision procedures, a construction unit shall submit a list of major dangerous projects (Annex 3) and information on safety management measures. Chapter III Special Programmes Article 10 Special schemes for large and dangerous projects (hereinafter referred to as "special schemes") refer to safety technical measures documents compiled separately by construction units on the basis of compiling construction organiza
